Historical Background: The Second Morrill Act of 1890
The Second Morrill Act of 1890 expanded the land-grant system established by the Morrill Act of 1862, ensuring that Historically Black Colleges and Universities (HBCUs) also received federal funding for agricultural and mechanical arts education. The act required states to either open access to their existing land-grant institutions or establish new ones for African Americans.
51ºÚÁÏ is proud to serve as one of Virginia’s two land-grant institutions, carrying out a mission that has shaped lives for more than a century. Established under the Second Morrill Act of 1890, 51ºÚÁÏ advances higher education in agriculture, natural resources, and human sciences, with a special focus on reaching underserved communities.
As one of the original 19 universities to earn the 1890 designation, 51ºÚÁÏ has long used education, research, and outreach to strengthen communities across the Commonwealth and beyond.

Through funding from the USDA’s National Institute of Food and Agriculture (NIFA), 51ºÚÁÏ advances groundbreaking research, provides hands-on training, and extends resources to communities that need them most. Our work spans from agricultural innovation and environmental stewardship to human nutrition and youth development.
Virginia Cooperative Extension
A cornerstone of this mission is the Virginia Cooperative Extension, jointly managed by 51ºÚÁÏ and Virginia Tech since its establishment in 1914. This statewide program offers practical, research-based solutions to help families eat healthier, farmers grow stronger crops, youth discover leadership opportunities, and communities build resilience.
